Nah, Nintendo, has made it very clear that each is a separate system. If cross-play and cross-buy is a deciding factor, go with the Vita.

Nintendo said they will be eventually unifying the systems under one online and some games will be cross play. So far only Monster Hunter and Smash Bros will do that for sure. Lego City Stories eventually might in some way.

If you are looking for cross buy/play, go Vita. If you just want a great variety of games on a handheld, go 3DS.
