Previously used, and conditioned to work like new. Should look pretty close to new as well.

Any refurb I've ever gotten for anything essentially appeared to be (and worked like) new.

If you can get manufacturer refurbished, that's even better because they use the original parts. It's pretty much new.

manufacturer refurbished might be good but i bought some refurbished computer parts and I'm kinda regretting it a bit. I'm just not regretting it a whole lot cause i got it for almost 50 percent off retail at the time. I could never get it to overclocked and stay stable even if the temps are fine so i left it at stock and 5 months later I was converting some video file for the first time and one of the ram slot fried. And the occasional error with the eithernet port that just stops working until i restart.

Honestly it depends on who is doing the refurbish and for what.

Like anything else some companies do excellent refurb jobs that are buying like new.

While other basically get it to minimum working condition and offload it.
Just because you're paranoid, doesn't mean they're not out to get you.

Refurbished from Nintendo should operate like new. Might have some scratches or dents.

I bought a Wiimote+ with nunchuck from Nintendo's online store for $20.

The only issue it had was the springs for the battery had been bent out of position so it would lose connection. I just had to bend them back into place, and now it works perfectly.
