I'm looking for a way of creating a Redstone powered lighthouse. I have one at the moment, that runs on minecarts/detector rails, but was wondering if there was a way of doing it using redstone circuits/flip flops/etc, with out the rails.

Just set up a quick pulse that runs on a loop with repeaters running to each lamp on delays 1 tick longer than the last.

Depending on how youve got it set up you could use a pulse generator to send a short pulse into a neverending loop. With enough repeaters set properly in a circle you could just pull a signal from different points on the loop to make it revolve correctly.
Time magazine's Man of the Year in 2006! Really. Google it if you don't believe me.
