I would think the most would be Majora's Mask. As for best, I'd still go with MM.

Hmm, most, probably Majora's Mask, as for best..... I'm not sure, I never really like any of the mini games in Zelda. The only one I even remotely liked was the Star Game in TP.
I don't get A's, I get S's!

Yes, I'm sort of a TP fanboy, but I honestly have no idea how people could say any game but TP for this, well unless they played the GC version, in which case the minigames weren't anything special. I could play the river rapids game for hours, the flying minigame was a blast, and the fishing minigame was just an upgrade version of the already awesome OoT fishing game. The Star Minigame isn't bad either. The only bad minigame is the "Flight by Fowl" minigame.
Not changing this sig until we get a new main series Tales game released on a Nintendo console in the US

I'm really fond of MM's mini-games.

Wii controls for Twilight Princess were rather enjoyable.

But the clear winner is Four Swords Adventures. Shadow Battle more-or-less is a glorious minigame, and the Tingle minigames offered in each land proved extremely entertaining. (FSA probably has the most too, though it depends on what counts as a "minigame").

I'll go with FSA too. They actually made me go back and play them again!

OOT had very pathetic and simplistic minigames. Compare the OOT shooting gallery with the MM one and you'll see a world of difference.
