Can any confirm that Lego City supports off-tv play? I haven't been able to find any confirmation anywhere.

Been confirmed it will NOT support off-screen.
You use the gamepad as a inventory menu and a scanner.

Currently Enjoying;Kid Icarus uprising, Zelda Twilight Princess, Super Castlevania, Megaman 2, mario U, nintendo land,boycotting Ubi$oft and there garbage games

He likely thinks it's a fail because Nintendo advertised heavy that this system would let you "use the tv for other things while you can still play your game"

So far not a ton of Wii U games use this feature which for me I don't really care.

Of all the Wii u games I have the off TV play option is on all of them this will be the first that doesn't,
