SR4 has really fun gameplay but the game sadly lacks content. You'll have fun with it but will run out of things to do (except for random chaos) within a week.
GTA V seems to be a much larger and more ambitious game, but GTA IV sure looked that way from trailers too and ended up a disappointment. Its tough to recommend before it actually releases and I get a chance to play it (I don't trust reviews after GTA IV got perfect tens it did not deserve.)
Judging on what I've seen, SR4 should've just been an add-on to SR3. SR3 was fun for awhile, but didn't have very much replayability and was a poorly-made game. Cars spawned in on screen and it seemed to rely to heavily on its humor. SR4 introduces these car mods and weapon mods that seem to be nullified by its silly super-hero gimmick it's now introducing. GTA V looks like a well-polished, expansive game that I will be playing for a very long time.
SR3 came out way after GTA IV. I'm still playing GTA IV and I'm not playing SR3.
