Is the pokemon tier format the most logical format for tiers?

There's really no ordering of characters in Pokemon tiers and i thought the Uber, Ou, UU, NU was a better term than the known S, A, B.... i think we can make a much organized tier list with the format.

Uber being: Vergil, Zero, Doom, Wolverine, Mags, Viper, Spencer, Dorm
OU being: Phoenix, Wesker, Nova, Dante, Strider, Frank West, Hawkeye, Sentinel, Ammy..
UU:.......
NU:.......

Pokemon tiers are really flawed as they are based off usage

Uber is a banlist and no one should be in there

I don't think so. Sure there may be a lot of similarities given the team nature of UMvC3, but usage stats don't really show the strength of a character in this game.

Also, Uber isn't even based off usage stats. It's based off its success rate in OU and Uber. Things that have a ridiculous win rate in OU get tested for Uber, and actions are made as such during Suspect Test and votation. This is the only thing that is closely similar to an FG tier list... minus the banning aspect of course. All of the tiers below Uber cannot be equated in a similar way as much.

Which is why it makes me wonder how Scizor wasn't ever considered for Suspect Test.

Of course he was talking in relation to UMvC3 you derp. Nothing in UMvC3 deserves a ban.
