That is a pretty rare find :) E-Tech is up to preference though, if you aren't a fan of darts its not worth keeping. Nothing too spectacular about this one, and it can easily be out DPSed by a vengeful infinity, which wouldnt eat right through your ammo supply lol. Four consumption per shot gets tiring, especially for pistol ammo.

I've lurked enough to know your reputation killbot lol and that non elemental e-techs certainly do exist, but actually deal explosive damage if I remember right?
Non-elemental e-techs are modded, and do not exist in the actual game code. All e-techs are elemental, and can be modded to have no element, which changes them to explosive.
When you say Pete dropped one just now, you're either lying, or someone you were playing with dropped one after Pete died and you mistook it for a legit drop.
That's really strange then because I'm playing Single Player and it definitely came out of Pete since the rest of the arena was empty. I don't mod or anything like that, so I don't know how I got this then. Only thing I can think is maybe the gun does have an element, but it's not shown on the card? There is no percent to slag/burn/corrode etc though and no damage shown for what the element would inflict.
