Killing blow: what is considered "low health"?

Question about the assassin skill "killing blow" doing extra melee damage when the enemy is low on health: what exactly is "low health"? less than 50% of total? 25%? 10%?
I wish they would list such things...
After extensive lab research, it appears that sterility is indeed hereditary...

When an enemy is low on health their animations and dialogue/noises change.

You might notice a skag limping, for instance. I'm not sure exactly what the percentage is, I suspect it's 10% but I haven't been able to find any sort of stable test environment.

I wish that target practise guy in Marcus' warehouse would actually die and respawn...and that you could melee him.

my friend said it's usually when the enemy has about 1/4th health left
he's been playing zer0 a lot.

Ah yes, the animation changing makes sense, that would put it way below 50% indeed.
Well, thanks for the answers, too bad that such an important damage boost would happen when you kind of don't need it as much, I wish the boost was smaller but maybe happened only on targets with full health or something.
After extensive lab research, it appears that sterility is indeed hereditary...
