when you first get them is it okay to change their class into something more flexible as soon as you can (level 15)?

No. You need to hit level 10 before reclassing into another 1st tier class, and 30 for promotions.

Second Seals are both in this case. Lets say you want to make Nowi a Magic User class. She can second seal after hitting Manakete 10 to get to Mage, or at Manakete 30 to skip straight to Sage/Dark knight.

First tier classes are ones that cap at 60 HP and can use Master Seals. They learn skills at Level 1 and Level 10. Second Seals can be used at Level 10 to go to another first tier class or a side tier class.

Second tier classes cap at Level 20 and 80 HP. They learn skills at Level 5 and Level 15. Second Seals can be used anytime to go to a first tier class or a side tier class or at Level 10 to go to another second tier class.

Side tier classes cap at Level 30. Skills are learned at Level 1 and Level 15. Second Seals can be used at Level 10 to go to a first tier class or Level 30 to go to a second tier class. Villager, Dancer, Manakete, Taguel, Lodestar, and Conqueror are the only classes in this group.

Bride and Dread Fighter are special side tier classes. The rules for Second Seals from them are the same, but you need to use the proper DLC item instead of a Second Seal to become them every time.

arugh so many words i learn by acting so the bases of that is that if they have a skill then learn a new one at lv 10 use a second seal on that class next if not use a master seal next or vise versa if you wish you back track to your original

For these characters if you are reclassing, which you should, its better to do it as soon as possible. Their level 15 skills are useless in other classes.

You can second seal them as early as level 10. I do recommend doing this for most characters. Panne and Nowi are best made into Wyvern Riders at level 10 if you have second seals for that. They'll get better stat growths as Wyvern Riders. Olivia should also be reclassed at level 10.
