Well it would not be a good idea to start a fight a bar where paparazzi could be hiding. Starting unneeded shenanigans would be more trouble than its worth.

I actually prefer it like this...way too many fighting games involves characters having to forever hate each other. I like that in this game, it's alot more relaxed and if you keep in mind the Beach Volleyball series is part of this series canon (I assume), then the idea of being able to punch your opponent's face in one minute, and then rub suntan lotion on your opponent the next day makes things kind of hard to not have friendly interactions with each other.

The story is set 2 years after the last one, so I think this is logical.
