I was looking at the wikia page for DoA 5 and he was compared to Juri Han of SF4. I'm just not seeing it the way he pals around with Bass and I cleared story mode twice.

Didn't he have amnesia when he was having good times with Bass? He didn't act the same when he recovered.

Only the ninjas know he is evil but he acts goody-goody buddies with Bass.

He faked the amnesia to get on the oil rig, to spy on DOATEC for his dad. The last part of Story mode paint him pretty clearly as being evil since he is fighting the 4 main ninjas.
