a level 1 CPU just beat me 9/10 rounds...

1. Learn to block
2. Learn a few combos you can use when punishing your opponent's mistakes.
3. Avoid spamming holds if you're not certain of your opponent's attack.

i don't use holds.

i do block, but sometimes it's hard to tell if i'm supposed to block high or low.

That's normal in 3D fighters. But I always block high. Low attacks barely do a high damage or leads to a juggle / air combo. It's safer to block high and punish your opponent when you get the opportunity. But watch out for some characters though. Some can do combos using lows like Helena.

who's the most noob-friendly character to use?

i've been playing as Hitomi, and i can now always beat a level 1-2 CPU and mostly consistently win against lvl 3-4...

When everything else fails, use Hayabusa. Always keep your distance from your opponent and spam 4P+K. Use 7K if your opponent is close and blocks your attack. Good luck.
