Competitively speaking, Empoleon. In terms of looks, however, I prefer Samurott.

Swampert sucks. What kind of water starter isnt resistant to water attacks? A crappy one. Empoleon? Lol focus blast. GG. Blastoise reigns supreme.

If Oshawatt gained a fighting type at it's 3rd evo, it'd be higher. But since there are always better water types available ingame, it'd never get used consistently.

Their original ability is what i voted on, since their peak is always changing and will keep changing.

Currently totodile is probably best, but at the time it was released, mudkip was best. Grass was a fairly rare and unthreatening concept back then, so in addition to it's inherent beefiness, it had some ridiculous staying power.
