You know how Wailord's like, 40+ feet but its sprite isn't that much bigger than other Pokemon? This is sort of the same concept-- that balloon's just really, really big.
Which would make sense... if it wasn't an AIR balloon. Have you ever inflated a balloon with oxygen? Those don't float up, just the helium ones. Granted, I suppose if you just sat on top of a really big balloon maybe the ground moves wouldn't hit you up there.
Think about it. A balloon, filled with air (not helium, not hydrogen, normal air), not only is capable of lifting something off the ground in general, can lift a 2000 lb. Groudon OFF THE GROUND, ENOUGH THAT IT IS UNAFFECTED BY AN EARTHQUAKE! It's not even hot air! How does it work?
OK, I know that Pokémon and logic are mutually exclusive, but how?
Also, obligatory how does Elektross levitate question.
Let's assume that Air Balloon changes size based on the Pokemon. Also: Wailord should have Levitate, seeing as how it's weight renders it an airship.

It's probably called air balloon because it puts a pokemon into the air. The games never as far as I am aware have said that it is filled with air. Is it really that hard to put two and two together guys?
