No, there is no longer a corroboration between Gender and Stats. However, when Genders were introduced in Gold, Silver and Crystal, the way they were handled was the same as they way IVs were handled (that is, the hidden ID), and as a result certain combinations of stats would always yield certain genders. A perfect IV distribution in these games would always yield a male Pokémon. Though, as I mentioned, this is no longer the case.
