In Gen II, gender was determined by the attack IV.

Thus, it was impossible for female Pokemon to have maximum Attack unless they were part of an all-female species.

Shininess was also determined by IVs.

This was fixed in Gen III, and now gender and shininess are completely random.


Just like real life.
