Your starting time is recorded down to the second. And that is what determines your seed, correct?
What if you change your starting time to another time? Would that change the seed too? Or once it has been created, it won't change and the only way was to start over.
Uh... y'know, that's the whole point of the RNG: changing the system date to generate a seed that'll produce your desirable results.
The seed that is generated lasts for that gaming section alone. It would be a pretty poor programming job to have the same seed being loaded every time you boot the game. There are procedures that were created with the single purpose of avoiding that situation. So no, you don't have to worry about that.
