I don't know the American game market prices etc, but that roughly converts to £17, which is great for a (physical/non-steam purchased) computer game - The only games I can physically purchase from a Game shop here for that price are things like Hitman (where the price has just plummeted) or simulators such as Football Manager, which are outdated after a year. Street Fighter x Tekken is the most recently released game that has extended play time, that I can get for that price, which is 11 months old.
So... take from that what you will. If Sim City is something you really want, there's nothing else you can put your $10 reward card/points towards, and you're happy buying this game knowing that it won't be finished for... however long (I'm, perhaps optimistically, hoping another month or so), then go for it.
If not/if there are viable alternative purchases, then I'd get those, and give this game until the summer to get better.
