In MW2 I could kill with 2 or 3 bullets. (I'm not talking about drop off damage that was introduced with BO either).
In BO, in a situation that would kill in 2-3 bullets with a 4 bar connection, with my 3 bar, it took me 3-5 stray bullets + another 3 to hit and kill the target. I've tested this on fiber optics at my cousins (gets constant 4 bar) and with my 3 bar DSL. I could always kill with 2-3 bullets when the situation arose in BO with his connection, instead 6-8 with mine. In MW3 it's a bit more balanced, I've played on his fiber optics and my dsl, and it's relatively the same, just like MW2. Still not as good as MW2's netcode though.

At 0:45 you'll see a Scar-H that looks like it's taken directly from MW2. I'd say that's some good evidence that they're using the MW2 engine. It makes sense though because Treyarch has always used IW's previous engine, rather than the most recent.
