no but the industry as a whole has agreed to abide by the ESRB or face sanctions from's basically like the MPAA, except for videogames, not movies.

True. But that's for chats and things uncontrollable by the staff. When it says that, it means that people are going to say things that are out of control of the game's control. They can't do anything to stop it so it is going to happen.

Emblems are controllable.

EDIT: And it's Online Interactions aren't rated by the ESRB.
Slight difference but it goes more towards my point.
