Personally, I find the Hunter Killer to be fine at what it does. Single target kill with a chance to miss. As is, when I hear the beeping, I dive beside a structure and hope it misses. Sometimes it does, sometimes it doesn't.
Only time it bugs me is when I'm a kill or two away from a Vsat... but if I'm on that kind of a streak, I don't really care about dying once. .

Hunter Killers are th epitome of what is wrong with the game. The Killstreaks/Scorestreaks system was designed to reward players who are doing well with a little boost so lower rewards for people who can't do well is just stupid and in turn means they have to make higher streaks more lethal to justify them.
Anything less than 700 should not be able to net you a kill IMO especially with no user interaction. Just launch it in the air and hit a guy at random is bulls*** I've been killed like 5 times within 3 kills of my Nuclear title by some dude going massively negative who probably found a few tags and launched a HK.
I would personally remove RCXD, HK and maybe CP. If you say its not fair on bad players then your an idiot. Shoot down some UAVs, hop on flags, grab some tags or throw some EMPs its easy to get points in this game there is no need to reward averageness.
