Don't laugh but I'm gonna say Rambo 2. That was a great 80s action flick. If Apocalypse now had the surreal vietnam, Rambo 2 had the comic book action movie Vietnam. Throw Rambo in there on a reconnaissance mission turned bad.
This gives you an excuse for Sly Stallone to mow down endless VC, Light them on fire, blow them up, destroy helicopters, have ridiculously cool gadgets like the explosive tipped bow and arrow.
There are plenty of great WW2 espionage films if thats not your cup of tea.
I don't think any Spy flick ever made me think of MGS, the closest I can really get to would be Escape From New York/LA, but neither of those are really spy flicks.
I would say 24 reminds me of MGS somewhat because of all the government conspiracies and one man trying to stop a big terrorist plot, but I'd get barraged by people like BigBoss19 and the other guy for being a 24 fanboy.
