It's hard to say, really. I really like the characters in VIII, and many of the ones in VI, but the logo art for Vagrant Story has always been amazing to me. I don't know what exactly each of these artists contributed to each of the games you mentioned, either. Amano did character concept art for VI, so what did Nomura do for the same game? Did he translate Amano's sketches into sprite format, or finalize the character design, or what? If the artist is responsible for in-game appearance of characters, is it even fair to compare them given the huge gap in graphical technology over the course of their portfolios? I think I like Nomura's style better, but how would I know?
I chose Nomura. Yoshida's look neat, I like the clothes designs at times - except Vaan, although he felt like a sort of pirate-Tidus, anyway - but most of the characters look similar, the face is almost the same, you could just switch hair or skin color and it'd be someone else. Nomura's looked a bit more varied (except in VI, where he seemed to have a thing for blondes, what with Terra, Celes, Lock, Edgar and Sabin, although the latter two are understandable, were all originally designed with blond hair) and even the clothes look a bit... more fun, if you will.
