I get the impression that 3U includes all the areas from Tri as well as Portable 3rd, right? But FU had a different set of levels? And 4 is all new again?

Every Generation has its own set of environments (mostly. 1st and 2nd shared, while 2nd added some more).
A Oatrige mid am Bugl und an sechzehna Blech bitte!
So, und wer das versteht darf sich gerne auf selbiges mit mir treffen. Vor allem auf Letzteres.

This version is missing quite a few maps from P3rd, however all of them are monster-specific or arena:

Lava Canyon
Polar Zone
Mountain Summit
Small Arena

I was really hoping they'd have an ice-based elder dragon in this game featured in the Polar Zone and a huge flying elder dragon for the Summit, but no luck :(

We kinda got screwed in Ultimate when it comes to large elder dragons that are end game only. They took the best ones from P3rd and cut them out, and Instead we just got modified version of current monsters (Abyssal, Lucent, Savage, Hallowed, Goldbeard, Stygian, and so on).

The only huge elder dragon that was a new addition that we got was Dire Miralis.
