It is a bad strategy...preying on the people who can't wait because they fiend for a hobby, just perpetuates the cycle. Same as people paying $70 to play a game on PS3 because they can't wait one week to play it on PS4 for $60

In our current state of gaming, any given video game is only relevant for a year or two anyway.

It depends on what you mean by timed exclusives...

Timed DLC is just stupid IMO and usually makes me just not buy for either console. Timed games 6 months or longer are a much better investment...but frankly I'm not a big fan of this tactic either because it artificially gives an advantage to one console over another because the company paid for it. Full on exclusives are the way to go end of story.
