So my console makes a noise that kind of sounds like the noise
a computer makes when its trying to read data. I'm not too computer savvy
but its a recognisable noise.

My problem is... it only makes that noise when there's no disc inserted.
After i put a game in the noise goes away and the box is silent.

What gives?

Its the hdd doing its thing. Your XBOne is always doing something when it is on, even if you aren't actively engaging in an activity as the end user. Basically just like your pc does, as you pointed out.
You can put icing on a turd, but that doesn't make it a cupcake!
