Depends on how you look at it, hardware wise the ps4 has a ~40% more powerful gpu.

In the case of this game though

If TR will indeed run at a consistent 60fps on the ps4 and the two versions is otherwise identical that means the ps4 will render the same amount of stuff as the Xbone at twice the frame rate which is 100% more frames per second.

100% of 30 is 30, 100% more of 30 is 60.

Changing the wording a bit we could make this even more dramatic

30 Frames per second then 100% as many as 30 is 30, 200% as many as 30 is 60. Thus 200%.

So why is it then that a 40% more powerful gpu could produce 100% more frames or 200% as many (depending on how you state it) ?

My guess it's due to V-Sync. Maybe the Xbone version really could render 45ish fps most of the time but V-sync will limit it to 30 either way so.
