As somebody who doesn't have natural musical talent but has an extreme passion and love for music.... no. I disagree.

I was able to learn how to play music, but music is not a thing that one can simply log hours into and master. One may be able to become pretty damn good at it, much better than many others in the field, but I truly believe that it takes something more than time to master music. I don't have it, not in the capacity of playing music. My musical talents lay in other areas.
