Does this mean that Kinect features will simply not function when playing certain games that utilize this extra power?

Phil Spencer said that games that use the extra power will not feature any motion gestures. All motion gestures are disabled when playing a game with the extra power, but you can still use voice commands, if I can find the link to the interview where he said this I'll post it here.

It's essentially just skeletal tracking that's disabled. Voice commands will work just fine.
