Nevermind, Digital Foundry released a video yesterday saying its 1080p that is dynamically upscaled to 4k.
It's a really demanding game, and it uses Temporal Reprojection to acheive a 4k output, but its far from native 4k.

That's because Remedy isn't going back in and removing the checkerboarding they did. They have long moved on from this game.
