At what percentages does it affect dodge speed, mobility, and stamina recovery?

Based on my own observation there doesn't seem to be a different between <25% and <50%. Am I correct?

70% is the cutoff.

equipment load break point is at 70%, higher will give you a fat roll while lower will give you a medium roll even below 25%. the only way to get a fast roll is to increase your adaptability while below 25%.

where is your source for adaptability and fast roll?

You can equip up to a maximum of 120% and still fat roll at 120.1% you will not be able to roll and will walk very very slowly.
