What does it do in Dark Souls 2? The description doesn't say.

Many people claimed it reset the invasion timer in Dark Souls 1, but that was only speculation.

Any insight on the matter?

Did you ever use it? That was obviously what it did. Does the same thing in DkS2 I would assume.

Yeah it still does the same thing. I was using it to fight some Ratbros, and each time I'd use it, I would get summoned in less than a minute (it was usually within 10 seconds).

It's in the Undead Crypt, fairly close to the second bonfire. You can climb a ladder and there's a spellcaster up there casting spells at you and a chest behind him that contains the dried fingers.
