I know from a game development sense it'd be beyond pointless to have baby evolutions for every Pokemon but when I think about it in the Pokemon universe, it's so strange how a handful only get selected to be a baby. The rest are basically born into adulthood.

Actually, with the introduction of the incense items, one can argue that certain Pokemon are being forced to hatch prematurely and the result is the baby Pokemon.

Yeah, the most of the Gen II babies were indeed oddballs, like Pichu, Cleffa, Igglybuff, and Togepi. However, Magby, Elekid, and Smoochum were examples of baby Pokemon with a usable purpose; that is, evolving into Pokemon that are decently powerful and are unlikely to be made available early in the games that they appear in.

That is the real use for baby Pokemon. Black2/White2 demonstrated this very well, giving us access to the Azumarill, Lucario, Magmortar, and Electivire lines early in the game. I hope that if more baby Pokemon are made, they are given to fairly powerful Pokemon so that they can appear earlier in the game.

I agree. No one really cares for Mr.Mime or Lickingtongue. They seem to be outclassed easily.

I still want to know why Kangaskhan is born with a baby.

Mr. Mime got a per-evo baby form though. Along with Sudowoodo's pre-evo, it was among the first of the new Pokemon revealed for gen 4.

And IMO, the most necessary pre-evo we've gotten is Tyrogue. It gave us ready access to Hitmonlee and Hitmonchan, and connected them as evolutionary cousins.
