Actually... that makes sense. Charizard is Fire/Flying and Venusaur Grass/Poison. Blastoise is the only one without a secondary type, and Steel does jump out as the obvious choice.

I don't know enough about the rarity of specific types and their strengths and weaknesses to tell what effect this would have on Blastoise's gameplay and standing between the 3, of course.

For the sake of aesthetics, Water/Steel makes sense.

But for gameplay, we already have Empoleon.

it would make him weaker.. water can destroy rock already and is resistant to ice. its nice to dream though

Steel isn't about offensive. It's all those resistances that would make Blastoise better.
