Wow. Is it just me, or has the Magnemite coil
really slowed down?

I don't personally know but you can check trade statistics on Pokémon Global Link. You probably know this, but if Magnemite is not the #1 most traded, then yeah, it probably is slowing down. I would expect it to have slowed down myself, as many former participants are probably satisfied with their avenues.
1. Catch two Magnemite in Virbank. 2. Go to GTS, put one Magnemite up for trade. Request a Magnemite in return. 3. Search for Magnemites offered for trade; trade the other Magnemite. 4. Repeat with the Magnemites you receive from steps 2-3.
It's a way to populate your trades quickly with many trainers for Join Avenue.
All above is completely true and accurate, unless it isn't.
Why do people do this with Magnemite though? It seems odd.
Magnemite are easy to catch, and being genderless, you don't have to deal with people specifying a certain gender and slowing down the trading process.
In any case, I now officially have zero use for the Magnemite Coil anymore, for Weezing St (my Join Avenue) is at Rank 100, with eight Rank 10 Cafes (104 levels per day, and there's a sale going on for the next week!).
