You guys are missing the point. He's trying to make a variation of Pursuit that actually traps the opponent. He tried to balance it with the lower BP and accuracy.

That being said, I'm not a huge proponent of metagaming, but it seems alright to me, tbqh. It can't ever score a super-effective hit, so in that regard it's inferior to Pursuit.
