Hey, who knows. Maybe it'll be Staraptor tier. Plus it's the earliest non-starter Fire type if it's Fire/Flying. That's something.

Then again that typing is just asking for Stealth Rock. :(

Why does hoothoot learn psychic moves???
Why does staraptor learn fighting moves???
Why does togetic learn no flying moves through level moveset???
Why is farfetch'd the only normal/flying type able to learn a grass type move???

It learns flame charge because it's an arrow dipped in pitch.
Pitch is black, thus the phrase "pitch black". Pitch is also sometimes called jet, for a similar phrase.
Black is dark.
Therefore it's dark/flying. Which honestly works better than fire anyway, what with the arrow+robin=robin hood motifs.

Plus, it's not even a flame robin. It's obviously based on an entirely different species.
