Just because they added mew to the game at the last second doesn't mean the concept didn't exist before then.

Arceus being the god of Pokemon doesn't make sense because he came out way later than Bulbasaur.

&#12511;&#12517;&#12454; was registered on August 6, 1999, registration number 4302090.
Mew is also the first Pokémon trademark ever applied for; the application was submitted on May 9, 1990, application number &#24179;2-51989; before even Pocket Monsters, which was submitted September 11, 1995.

Mew had to be a concept before Mewtwo. Even if he wasn't going to be a Pokemon in the game, he would still have been conceptualized as lore. Besides the name "Mew" was trademarked before even the name "Pokemon." Now, I'm not saying that I believe Ditto is a failed Mew clone, because I don't, but this does not debunk the arguments for the rumor in any way.
