Most abilities have ways of balancing themselves. This one only affects first attack after switching in. Unless you have 2 pokemon with it, and both use a move that makes them switch out (volt switch, u-turn), it can't be abused. Is overpowered if:
1. Used with (at least) 2 pokemon with the ability. 2. The pokemon with it can use a move that deals damage and switches out. 3. The user is a fast, moderate damage pokemon. 4. Switching move is normally effective/super-effective against target.
If you manage be be in a a battle and you/your opponent meet the criteria, then it's overpowered. But what you have to go through for this to be OP is what balances it.
What's worse than getting dumped? Being forced to listen to some 10 year old rage in his mic on BO2.
