Because Charizard isn't a dragon.

It's a flying lizard that breathes fire. If anything, it's a pterosaur. That swallowed a flamethrower.

Gen 1 balancing, same reason why Gyrados is Water/Flying and not Water/Dragon.

They probably didnt care.Besides,Ice would still be super effective since in gen1,ice was neutral on fire.Blastoise could still use Ice Beam.

The koi is strongly affiliated with windsocks in Japan. They will fly "koinobori", windsocks, for holidays. It would make sense that they would go with the Flying type.

Charizard is not a dragon because it's not a dragon. It's a large flying lizard.

If it were a dragon it would be weak against dragon, but it's neutral. So Charizard is not a dragon. Q.E.D.
