You can't not have IVs, but you probably mean EVs...

Yes, they do (Youngster Joey's Rattata has max IVs, so Joey wasn't lying when he said it was in the top percentage of Rattata).

Pretty sure once you get a big win streak at battle subway the pokemon start to have perfect Iv's. Or at least really close to it.

Someone I knew used an AR to catch trainers' Pokemon in-game in BW and used it to get Alder's Accelgor. Out of curiosity I asked if I could check its IVs at the Subway, and I was able to deduce that it had 30 in every stat (the trait was "Highly curious" or something like that and the subway guy listed every stat and said it was "fantastic in that regard.").

Because of this, I had assumed that all trainer-owned Pokemon had a full spread of 30 in gen 5, since N's Pokemon that you can get in BW2 also had these IVs. Now that I think about it, it may just be specific to special trainers.
