Not really. Consider this: The text would still be there, so why not have the Pokemon actually doing something? Not to mention that attack animations occur at the same time as the damage meter going down in this gen.

Also, see the video below: In order to miss, there must be an evasion animation, else the attacking Pokemon would not do anything at all.

The original trailer for PBR showed Hyper Beam missing and setting the arena on fire, which was amazing, but they removed it.
