Effectively the same thing as Intimidate, but it can be any stat by one level, except for accuracy/evasion.

Would this be considered a good ability or terrible ability?

Probably unusable cuz it's too random. If it could've lowered accuracy it would/should be banned though.

Meh, mostly due to the luck factor. It's good to have one of your opponents' stats reduced, but it can end up reducing, say, a Scizor's Special Attack or a Reuniclus's Speed.
When it comes to Pokemon, I like Generation V over Generation I. Flame me.

Not really, just switch out again. Sand attack isn't banned.
