Yeah, Ice really needs the boost. Looking at it Mathematically, it's in bad shape. On offense, let's consider hitting a type for Super Effective to be +1, being resisted to be -1, and having no effect to be -2. On Defense being weak to a type is -1, resisting a type is +1, and being immune to a type is +2.

Ice:
On offense: 0
On Defense: -3

Fighting:
On offense: -2
On Defense: 0

Ground:
On offense: 1
On Defense: 1

Fire:
On offense: 0
On Defense: 2

Rock:
On offense: 1
On Defense: -1

It's almost funny at this point, how little the Ice type gets.

That doesn't mean anything, really. You need to consider how common and how dangerous their targets are.
Ice has always been a powerful offensive type because all of its targets (especially dragons) were very common and hard to OHKO without an ice attack.
Conversely ground is the most common immunity in the game by a long shot. It is in no way better than ice as an offensive type.
