I thought it was the red/blue symbols, but I think that's to indicate whether its a physical or special attack.

When selecting it, it'll highlight which Pokemon it'll affect if it affect multiple Pokemon.

When you are selecting which pokemon to attack, there should be some sort of line connecting the pokemon's names, which indicates it will attack all.
