Original plan was to make Espeon, but without its hidden ability its not good enough, so desided to make Glaceon instead. Quite different then the guides and "pros" usually use, but i do see some potential here and desided to come here and share my moveset idea for Glaceon.

So idea is take the advantage or try to take advantage of Glaceons somewhat bulky nature and her ability with high HP and Hail. Glaceons speed is already pretty bad, so sacrificing it for more health seems good idea atleast at the moment. Idea is to whip up hail and start throwing blizzard, shadow ball could be used to counter Ghosts and Psychics, Ice Shard as it strikes first could be useful in certain situations, especially when getting the first strike is necessary.
Ice Shard isn't going to do you much good. Glaceon has NO attack, so even with STAB you're going to be doing chip damage to anything that isn't quad-weak to it.
But at the end of the day, Glaceon just doesn't have the correct typing to pull off the bulky sweeper thing in most tiers. If you're building an NU team, yeah, it's good. But in the higher tiers things are going to tear it apart.
Don't use it as your hail starter..it'll just get OHKO on the switch in next turn by a priority fighting or a much faster (which wont be difficult) pokemon if they predict it or assume ...Hail doesnt hurt badly and is the least beneficial weather anyway and ppl will just switch in if theres no spikes/sr ...your best bet be getting an abomasnow (snovers are easy to come by) and hell, give it the megastone too..this way u can lead with abamsnow, get hail up, then switch to glaceon when they switch in something to take out abamsnow..which likely be a fire or fighting type...which glaceon can attack using choice scarf + one of the following Shadow Ball/HP Ground/Blizzard/Signal Beam, as even if resisted Blizzard hits hard ...
4 HP / 4 Def / 248 SpA / 252 Spe is a choice scarf glaceon, and ud want evs to be 30/30 for special attack and spd for HP ground just fyi..
Blizzard Barrier Baton Pass Substitute / Hidden Power Fire / Hidden Power Electric / Shadow Ball
Pretty straightforward usage. Blizzard hits hard enough that you almost don't need any other coverage options. Barrier / Baton Pass is to get you out of there when your hail is running out or when something scary comes in. Many sweepers become extremely scary if BPed a Barrier or two. Last slot is basically filler. Ice Shard is unnecessary as your attack is crap and hail does enough damage to kill focus sashers anyway.

Speed EV is useless on slow Pokemon. 252 Speed EV is not gonna make my Glaceon much faster anyway, pretty much everything outspeed it anyway. I always can change my Life Orb to Brightpowder and start spamming Double Team i guess. Also i really dislike Abomasnow and i dont use any Pokemon that i dont like visually, i dont use Pokemons just becouse they are good.
