It takes quite a few months to develop a meta game.



In general Meta games take a long time to develop.

To be frank, I wouldn't expect many movesets if they are done by then or setting up the metagame prior to December. Even then it might not fully be ready or prepared yet.

They don't develop the Metagame. Once the Battle Simulator is up and running at as close to 100% bug free as they care to worry about, the players will start. People won't have a clue what to do, everyone will be experimenting with whatever looks like it could be viable. Meanwhile, some people will begin posting potential sets on Smogon. The sets on Smogon will get a peer review, and be adjusted accordingly before being accepted into the Strategy Dex. After about 3 months the first Tier list will come out, which will include OU and UU. A preliminary RU and NU can be drafted from it using the lowest battle ratings.

Note: Smogon doesn't decide the tiers, they only decide the cut-off. Last gen a Pokemon had to have over 3.5%(?) in OU. Anything lower was cut out (which lead to about 53 OU Pokemon)

Once the preliminary tiers the hoards of players without a single creative bone in their body will immediately latch onto the sets and pokemon that are up at the top. This will cause a spike in their usage and help cement the tiers into a nice steady place, and this ultimately creates the metagame.

Once the metagame is established the good players will begin innovating new sets (not cheap gimmicks, but new things that will eventually become the standard), and they'll use these innovations to propel themselves higher in the ranks. As more players catch onto the innovation and more players latch onto it, the metagame begins to shift that way, and this trend continues either until something gets banned or another game comes out.

Metagame's have the biggest shifts of course when the new games come out. (Believe it or not, Scizor was almost never used prior to Platinum, when he suddenly gained access to Bullet Punch and became one of the best Pokemon the game overnight)

Really, you're going to argue semantics over something so petty?

The point remains metagames slowly develop, they aren't just instanty developed within a small time point. I wasn't making it out as if "Smogon creates therefoer it exists." That's taking what I said out of context.

Edit: It's the same process as Evo or any other metagame building construct.
