thoughts on Electric Terrain Sun Heliolisk?

I know there's a lot of hate out there for him, but I really like Heliolisk. I know its stats are rather mediocre, but with Dry Skin and Solarpower, it seems kind of interesting when compared to some of the more overused/boring Gen VI pokemon. That being said, I wanted to hear what others thought of this idea for a Sun/Heliolisk. From what I've been reading, people have said that Electric Terrain does boost the power of Electric type attacks (I've seen a lot of people say 50%)
Heliolisk Solarpower Modest w/Life Orb, Zap Plate, or Big Root 252 Sp Atk, 252 Speed, 4 HP
-Electric Terrain -Parabolic Charge -Hidden Power Fire -Grass Knot/Thunderbolt
teamed up with a Drought inducer (Ninetales or Mega Yzard), obviously with Protect
Solarpower + Electric Terrain (+50%) + Held Item (+20-30%) with Parabolic Charge
so Parabolic Charge would have a BP of 135-146 or 112 w/80% healing
Also, not sure if its confirmed yet but I have been seeing a lot of posts stating that Electric Terrain gives Thunder 100% accuracy. If that is true, how would that work with sunlight? would they cancel each other out and keep it at 70%, would the negative (sunlight) take priority and make it 50% accuracy, or would it for some reason depend on the order in which they were activated (can't remember if the 50% accuracy is part of thunder's effect or Sunlight's effect)

I don't think you're going to be able to get Electric Terrain off without Helioptile getting KO'd. Even on the special end of things, it can still easily be taken down in a single hit by a strong special attacker.
I think this strategy is better suited for triples, where something tankier then Helioptile like Magnezone or Ampharos can try to get it off. In place of Electric Terrain, you could use Electrify to soften the hits of an opposing Pokemon while you set up.
Also, it needs to have a Timid nature, as it's in a speed tier where dozens of Pokemon can outrun it otherwise.
But run a thunderbolt just to be safe or test the thunder in the maison. Not parabolic charge, even if he heals his HP, could work in doubles but don't forget that mega Y-Zard has a titaniv sp. attack too +the sun he induces.
