Does anyone know if you can store you Pokemon from your current saved file and then transfer them to the bank then restart a new game and retrieve the Pokemon from the bank from the previous file?
It says on the official website you can, you just need to get the Pokedex on the new game before you're able to transfer in.
Will they act like traded pokemon, in the sense they get boosted exp and need the correct badge for them to obey you?
They should be treated as traded Pokemon. When you catch a Pokemon, it's stamped with your trainer ID. When you start a new game, you should be given a new trainer ID, as it's not tagged to your DS system.
I wanted to thank whoever was/is answering questions in my absence, pokebank will not work at all for me period so a lot of this has been just information I've collected off the board from other users. I've frustrated myself to the point of tears trying to get it work so I just need a little bit away from answering questions.
This sounds like a stupid question, but I must ask. Can one deposit they're Pokemon into the Pokemon Bank, start their game over and withdraw they're deposited Pokemon into the new game?

Yes, you can. To be able to use Bank with the new save you'll need to obtain the Pokedex I believe, or so that's what's being said. I'd put it on the front page but I can no longer edit it since it's become a sticky.
